Minutes from September 13, 2023 Meeting

Meeting of the Board of Trustees
Eastchester Public Library
September 13, 2023

Present:  Library Director Tracy Wright, Robert Cartolano (President), Rosetta McArdle, Patrick Pilla, Jim Martin, Astra Tudisco, and Darlene Reda.

The meeting was called to order at 6:42 p.m. The minutes from the August 9, 2023 meeting were presented, reviewed and unanimously approved.

President's Report

President Cartolano, along with the other Trustees, welcomed Pat Pilla to the board. President Cartolano then spoke about the incredible open house held last Saturday at EPL. The open house was funded by Arts Westchester and included, among other things, a 17-piece jazz band. Banned books week is coming up: October 1 through October 7. The ALA website has a listing of the 13 most challenged books.

Director’s Report

The theme for this year’s Banned Books week is “Freedom to Read.” Director Wright has gathered quotes from different individuals saying what reading has done for them.

EPL received quotes for the elevator repair project. Only one valid bid was received that is inclusive of all the work; that bid must be approved by the town board. EPL is over budget on projects, but there is money in the fund balance.

Action Item: Motion to approve the hiring of four part-time positions: Kaitlin Avella and Pietra Sacolick as library pages at the hourly rate of $8.50/hour; Dylan Ecklond as custodian at an hourly rate of $18, and Laura Panaro at the front desk at an hourly rate of $15. After discussion, the motion was unanimously approved.

The 2024 Service Level Agreement (SLA) has increased to $65,925.05 to $68,047.05 which is up from $65,925.05.

Action Item: Motion to approve the 2024 WLS SLA budget at a rate of $68,047.05. After discussion, the motion was unanimously approved.

The NYS Construction grant will not pay for architect fees. SAM grants do not have these restrictions. Two quotes were received regarding the bathroom projects.

Action Item: Motion to accept the proposal from Lothrup dated July 24, 2023 to perform renovations to bring EPL’s upper and lower level restrooms into ADA compliance at a cost of no more than $19,500. After discussion, the motion was unanimously approved.
